The proposed amendment speaks to specific parties, first nations that abut or are adjoined to, connected to—to go back to some previous language—the St. Lawrence Seaway and clearly implicates the Province of Quebec and likely the municipalities. Those would be named parties without actively seeking their consent as being part of of that process. It has no ancillary objective other than that it's really what a protection zone is trying to be, I suppose. It's bringing parties together.
