I think in southern Ontario, the Mississauga area, Hamilton area, the Waterloo region, and so on, there are business clusters. I think the universities have their strengths. I think we do need to talk about clusters, again, based on targets and strengths. That's very important. For the sake of developing a cluster is not the answer, I think. We have to very clear about that.
