A news article, which appeared on May 22, 2005, reported that the mismanagement of the agency is the cause of the current level of the $18 billion in unpaid tax debt. According to this article, which is cited by a debt collector, it's a system plagued by inefficiency, one that rewards managers with financial incentives regardless of whether debts are actually collected, and a large percentage of CRA debt collectors at the north Toronto office are just sending letters and waiting because it's easier than contacting debtors on the telephone.
