Mr. Speaker, with the Preserver and the Protecteur out of service, the Standing Senate Committee on National Security and Defence is warning that Canada urgently needs four auxiliary replenishment ships to provide fuel and equipment to ships. The Davie shipyard stands ready to meet that need.
What is this government waiting for to immediately commission the construction of a second replenishment ship? This is a national security issue.
Cannabis Act November 22nd, 2017
Mr. Speaker, I would like to congratulate my colleague from Ontario for handling this issue with the seriousness it deserves, given the disastrous consequences of the legislation proposed by the Liberals.
The minister is telling us that there is a serious drug problem and that it will only get worse, as my colleague said, with more crime and organized crime involvement, more young people taking drugs, more fatal accidents due to impaired driving, and more health problems.
My colleague has just mentioned that the police are not ready. The police said so in committee. They do not have either the training or the equipment they need. The money offered by the government is not going to speed up the process. The provinces and health services are not ready.
My question for the member is simple: apart from the people who grow marijuana, and who, strangely enough, all have links to Liberal friends or to the government, will anyone actually benefit from the bill, and how do the Liberals plan to avoid this fiasco?

Mr. Speaker, why are more than 1,000 people with diabetes losing their income, their disability tax credit, and their registered disability savings plan, when the Prime Minister is bending over backwards for major fundraisers and those with deep pockets in tax havens?
The Prime Minister told me that he would look after my constituent in Sainte Justine, people with diabetes, and people with autism.
When is he going to put them ahead of Liberals with deep pockets?

Mr. Speaker, we are tired of empty talk. We want action. What my constituent from Sainte-Justine wants is action. She wants the government to stop going after her savings, which will provide her with a secure retirement, because she is diabetic and she has children to take care of. We want action.
Why is the Prime Minister defending his bagman, who is hiding millions of dollars in the Caribbean, rather than taking care of my constituent from Sainte-Justine?
I expect some action.

Mr. Speaker, if the Minister of National Revenue is saying that payments have increased, why is it that a constituent from Sainte-Justine who used to get a disability tax credit no longer qualifies for a registered disability savings plan, according to the CRA?
The Prime Minister gave me his word that the Minister of National Revenue and the Minister of Health would follow up on this case.
What progress has the minister made on the case of my constituent from Sainte-Justine who has diabetes, who is worried, who unfortunately is not a friend of the Prime Minister's, and who has no tax haven in the Caribbean?

I am calling on the hon. member to withdraw her statement. I am seeking unanimous consent to table the Fraser Institute report that shows that Canadian families are paying more in taxes under the Liberals.

Mr. Speaker, my hon. colleague opposite has the difficult task of defending the indefensible.
My question for the member is simple. Why is the government attacking seniors by depriving 230,000 seniors of the guaranteed income supplement? According to the actuary of Canada, the government is going to take $3 billion out of the pockets of our most vulnerable seniors.
Why attack the middle class, which accounts for 8 out of 10 families, according to the Fraser Institute? The government is taking away more benefits than it is handing out. Why, contrary to its claims, is it attacking the middle class?
Why is it attacking not only our businesses, but the most vulnerable people in our society, such as diabetics and those with autism, by eliminating their tax credits?
Can the member ask his minister to address this situation? I would also ask him to end his deficit spending, which is counter to the government's commitments.

Madam Speaker, an important witness that the minister did not hear from in committee is Families For Justice.
Families For Justice is a group of traffic accident victims. They want a deterrent. They want the government to send a strong message that Canada does not tolerate impaired driving. One way of doing that is to impose a minimum sentence of five years for impaired driving causing death. We can see that this works as a deterrent since the prison population is decreasing.
Why did the minister not listen to Families for Justice and implement a five-year minimum sentence for impaired driving causing death?

Mr. Speaker, grants are all well and good, but they do not solve the problem faced by my diabetic constituent in Sainte-Justine.
I appeal to the experience of the parliamentary secretary, who is a nurse herself. This constituent has type 1 diabetes, she wears an insulin pump, she is diabetic 24 hours a day, 7 days a week. What is the government waiting for? When is it going to fix this situation and stop throwing up roadblocks?
She already has her hands full managing her health problems. She does not need to deal with bureaucratic nonsense. She is diabetic. She needs to be given access to her disability tax credit and registered disability savings plan.
